Section 508 Compliance
The HTML layout pages are updated for compliance with Section 508 of the Rehabilitation Act (a US law). These changes include:

Using <th> tags instead of <td> tags for table headers

Inserting the scope attribute in the first table row column

Inserting a “skip navigation” link at the top of the page to skip to the middle of the page
